'Murdering scumbags' by David Flint.

You probably don't read Management Today but as a retired management consultant I try to stay in touch. It's less Tory than you might think!

Last month it carried an article - Murdering Scumbags on outsourcing by government. Despite the title it was sympathetic to the outsourcers. I responded online as follows:

"We shouldn't see the hostility to the private service providers as a system failure. One attraction of outsourcing to government is what I'll call 'blame transfer'. The government requires the service providers to do bad things, such as deny benefits to the disabled, but ensures that the outsourcer takes the blame. Ministers can then weep crocodile tears. Sometimes they impose modest penalties. What they don't do is change the policies that drive the system. This may seem unfair to the providers but I have little sympathy. They should have known at the start that they were being paid to take the blame".
