Opinion: What next?
We must know why they rioted by David Flint.
The next few weeks will be dominated by arrests and trials. This is necessary but it is not a solution.
As more facts come to light we will be able to understand why so many young people responded to Mark Duggan's
death and the Met's incompetence, or worse, by the most extensive riots in living memory. It will not do to
blame it on criminality - criminality is a description not an explanation.
It may be that Bill Linton
is right. But we need to KNOW - to establish the set of causes that got us here.
This is the worst social disaster to have hit England since WW2 and just as that war led to a new
society - the welfare state - so this disaster should lead to something new.
We need a new Beveridge, a Royal Commission into the causes of the riots. A 21st century Commission with new
ways of involving people to create a new understanding that will be shared by all responsible people and
parties. We need a wide consensus since the causes, whatever they are, are deep in our culture. The changes
we need must go deep and will not be made quickly.
This is a rare opportunity for a new direction. We must not let it slip by.
